Here's a permanent way to secure a proximity card. And a separate photo ID card can be locked in with the proximity card if desired.

Place up to two standard thickness cards (0.030" per card or .060" total) between the rigid front and back pieces of the holder. Snap these two pieces together, and the cards are locked inside.
The cards can be removed only by breaking the
holder. Therefore any attempt to tamper with the cards inside is evident.
